Comparing the discourses of Italian political parties, Dr Matilde Rosina and Professor Marianna Griffini assess whether these parties have articulated distinct stances on the externalisation of migration in relation to agreements with Libya and Albania.
The researchers emphasize that during the parliamentary debates, two main logics emerged:
(a) A security-oriented logic.
(b) A rights-oriented logic.
Some of the article conclusions are:
- The agreements with Libya and Albania are crucial examples of Italy’s increasing attempts to involve third countries in the management of migration.
- These agreements are also indicative of the EU’s broader move towards externalisation.
- The discourse of Italian political parties on migration externalisation becomes more ambiguous during times of crisis, particularly when centre-left parties are in government.
