External non-state actors’ financial and military support and the portfolio of killings of rebel groups
Do different types of support from external non-state actors contribute to explaining the variation of portfolio of killings across rebel groups? I argue that fungible financial support is likely to be deployed in ways that increases rebels’ incentives and capacity to refrain from terrorist violence against civilian. In contrast, hardly fungible military support is likely to be used in ways that incentivize rebels’ use of terrorist violence against civilian. The empirics support my hypotheses that rebels receiving financial support are more likely to target fewer civilians than combatants and that rebels receiving military support are more likely to target more civilians than combatants.
